It can be argued that the free market was the cause of the Great Depression and it took government regulations to end, somewhat like is happening now with the current economic situation. How can you argue that FDR's economic policies were not effective? GDP went up, unemployment went down. I guess you are the typical right winger, facts do not get in the way of your opinions.
