PITTSBURGH — A third Western Pennsylvania man has pleaded guilty to burning a cross at the home of a black foster child.

Michael Bracken, 23, of Bolivar, pleaded guilty Wednesday before a federal judge in Pittsburgh to a charge of conspiring to deny the constitutional rights of Shaq Howard, who was then 16.

Two other white men charged along with Bracken have already pleaded guilty and are awaiting sentencing in the 2009 incident.
