Western PA home contractor sued for incomplete projects, no refunds

A Western Pennsylvania home improvement contractor was sued by the state attorney general’s office for failures to fulfill contracts with consumers, according to a news release.

A&S Contracting and Roofing, LLC, and its owner, Stephen Spallone, are accused in the lawsuit of violating Pennsylvania’s Consumer Protection Law and Home Improvement Consumer Protection Act for failing to complete projects after receiving over $56,000 from customers.

The news release said six complaints with the Bureau of Consumer Protection allege A&S Contracting & Roofing was paid thousands of dollars in down payments for projects such as roofing, gutter replacement and construction of decks and patios. The attorney general’s office claims A&S Contracting & Roofing failed to complete these projects, and in some instances performed no work after collecting the deposit.

Complaints spanning from 2021 through 2024 originate from Butler County, as well as Allegheny, Beaver and Indiana counties.

“This contractor took large sums of money from Pennsylvanians wanting to improve their homes, then turned his back on them,” state Attorney General Dave Sunday said in the release. “Our Bureau of Consumer Protection will adamantly advocate for homeowners whose dreams of property upgrades and additions are ruined by neglectful contractors.”
