Rep. Bonner honored for term-limit efforts

U.S. Term Limits, the country's oldest and largest pro-term limits group, presented state Rep. Tim Bonner, R-8th, with a plaque for his support of term limits in Congress.

Bonner received a wooden plaque the organization calls the “Champion of Term Limits” plaque, given “in recognition of a steadfast commitment to restore citizen government through term limits.”

The organization's awarding of the plaque stems in part from Bonner's pledge to support House Resolution 57, which would petition Congress to call a convention of states to discuss a constitutional amendment that would place term limits on senators and representatives.

HR57 does not set a specific limit on the number of terms either type of legislator could serve, instead calling for an open discussion among the states.

Under Article V of the U.S. Constitution, Congress “shall call a convention for proposing amendments” if and when two-thirds of state legislatures call for such a convention. An amendment proposed by that convention would then have to be ratified by three-quarters of the states.

While the Constitution has been amended 27 times, only the Twenty-First Amendment, which ended the constitutional prohibition on alcohol, has been passed via the convention process. The other 26 were proposed and passed by Congress and ratified by the states.
