Man charged in fraudulent sale

Truck's odometer allegedly altered

The miles didn't match, and for that reason police are accusing a Butler man of a lemon-like sale of a vehicle.

State police filed charges Monday against Patrick L. Neff, 53, of Butler, including 17 felonies and 20 misdemeanors, all related to his alleged altering of an odometer on a vehicle he sold.

Neff has not been arrested, but his case is active and awaiting a preliminary hearing.

According to charging documents, police were alerted to the June 17 sale of a used 2007 Chevrolet Silverado 1500. Police said Neff sold the truck to a woman for $12,000.

The discrepancy was noted during the title transfer.

“The back title reported 75,420 miles on it when transferred to (the buyer), but the odometer showed just over 54,000,” said the investigating trooper.

Police said they began tracing the history of Neff's ownership of the vehicle and found multiple occasions where the odometer showed decreased mileage, despite further use.

Police said Neff bought the truck March 5, 2015, from Baglier Mazda in Butler Township. At the time of the purchase, the mileage was listed at 67,209.

“Over the years, that mileage naturally increased as normal,” police said.

Police say Neff updated the truck's registration Feb. 28, 2020, and it noted a mileage of 144,210 at that time. Police said the descent began a short time later.

On June 18, 2020, Bowser Tire and Auto of Worthington reported the mileage as 79,544, and on Feb. 5 Geither and Sons garage in Butler inspected the truck, documents show.

“The truck had the old inspection sticker removed before the garage inspected it, which would have shown the discrepancy in mileage,” police said.

The garage listed the mileage as 52,670 at that visit, and a Jiffy Lube visit April 9 showed the mileage at 52,973.

Police said they were able to find and document the paper trail as well as obtain photographs of the vehicle and a Carfax report.

“Since the last accurate odometer reading was 144,210 on Feb. 28, 2020, it would be estimated that the vehicle had approximately 150,710 miles, making it worth only $5,161 rather than $12,000,” police said.

In addition to the charges, police are also seeking $6,839 in restitution for the truck's buyer.
