Jackson Twp. woman accused of threats

Gun allegedly fired in incident

A Jackson Township woman is accused of threatening her nephew's friends with a gun.

Jackson Township Police filed charges Sunday against Elizabeth K. Welsh, 51, including three misdemeanors, two counts of terroristic threats and one count of reckless endangerment.

“She began to scream and yell at the individuals about the operation of all-terrain vehicles on the property,” said the investigating officer in the affidavit.

Following her arrest Sunday morning, Welsh was arraigned by District Judge William O'Donnell and placed in Butler County Prison in lieu of $20,000 bond.

Welsh posted bond Tuesday.

According to charging documents, police were dispatched Saturday to a home on the 300 block of Prospect Road, where a dispute had broken out between Welsh and her nephew.

Police said the nephew was having a party on property shared with Welsh's that had been owned by his grandparents.

Police said the nephew told officers he had been granted permission to have the party by his grandparents and his cousin, who acts as a caretaker for the property, while his grandparents are away.

The nephew told officers his aunt confronted him and his friends about the use of ATVs on the property.

According to police, witnesses told officers that at some point during the argument, Welsh pulled out a .22-caliber pistol and pointed it at one partygoer.

“Welsh then began to walk over to the direction in which the all-terrain vehicle was being operated and fired one round from the handgun into the air,” police said.

Police said Welsh then pointed the pistol at the person riding the ATV, who also gave a statement to police. He told officers he initially thought the sound of the gunshot was backfire from the ATV.

The ATV rider “stopped, and a female who he later learned was the defendant, stood right in front of the ATV aiming a handgun right at his face,” police said. “He described it as the end of the barrel was no further than 2 feet from his face.”

Police said the ATV rider also reported smelling alcohol coming from Welsh. Police said the nephew believed Welsh had been drinking.

Police said 14 partygoers, including the nephew, were on the property at the time. Police said they returned to the property Sunday morning to speak with Welsh, who admitted to confronting her nephew's friends with a handgun.

“Welsh also stated that she did not point the weapon at anyone, but she did fire a round from the handgun into the air,” police said.

A preliminary hearing for Welsh has been scheduled for Tuesday before District Judge Wayne Seibel.
