INDIANA — A 30-year-old man is jailed on charges he recorded men on his cell phone while they were using public restrooms at Wal-Mart stores and a college campus in western Pennsylvania.

State police say Christopher Marsh, of Blairsville, did that 42 times from September to November at stores in Unity Township, Westmoreland County, and Burrell Township, Indiana County. Police say he also recorded men at the Indiana University of Pennsylvania.

Police say they caught Marsh in late November after he spent several hours in one store's restroom.

PITTSBURGH — Carnegie Mellon University has rescinded a master's degree that led to the resignation of its public policy dean.Mark Wessel resigned as dean in August after an investigation found he approved excessive transfer credits and independent study for a student's 2004 degree.A committee voted Tuesday to rescind the degree after determining Wessel had hoped the student could somehow benefit the school.The committee says the student should be given the opportunity to complete the degree.Because it was a "singular error" by Wessel, the committee says he should remain on faculty.

NEWVILLE — The pilot of a small experimental plane suffered minor injuries after his plane struck a tractor-trailer and landed on a Pennsylvania Turnpike guard rail during an attempted emergency landing, state police said.The fixed-wing, single-engine plane went down at about 1 p.m. Thursday near Newville, about 30 miles west of Harrisburg, turnpike spokesman Carl DeFebo said.Authorities received initial reports that the pilot had taken off from Carlisle, encountered an engine problem and was trying to return to the airport, DeFebo said.The plane struck the rear of the tractor-trailer and then skidded along the right guide rail of the turnpike's eastbound lanes, state police said. Truck driver William Keith Price, 46, of Gerrardstown, W.Va., was not injured, police said.

PITTSBURGH — Opponents of Allegheny County's drink tax are suing to prevent the county from spending a surplus on road and bridge work, saying it's an illegal use.The tax on poured alcoholic drinks and a $2-a-day tax on car rentals was approved a year ago to fund the county's $30 million subsidy for its mass transit agency.The drink tax, initially set at 10 percent, has brought in more money than anticipated and will be lowered to 7 percent next year.County Executive Dan Onorato wants to spend the surplus on roads and bridges that buses use. But opponents say the tax is strictly for mass transit.

SOMERSET — The Pittsburgh Zoo & PPG Aquarium's 29-year-old bull elephant has been retired to the zoo's new International Conservation Center in rural southwestern Pennsylvania.Jackson made the 2½-hour trip from the zoo to Somerset County on Wednesday in an 18-wheel tractor trailer with reinforced ceiling and sides.The Philadelphia Zoo plans to send two female elephants to breed with Jackson at the sanctuary sometime next year. Jackson has fathered five calves at the Pittsburgh Zoo.Jackson will have a stall and eventually run free in a five-acre exercise and grazing area at the 700-plus acre conservation center about 65 miles southeast of Pittsburgh.
