Organizations or individuals undertaking arts projects in the region including Butler as well as Armstrong, Clarion, Elk, Forest, Jefferson, McKean, Mercer and Venango counties can apply for grants of up to $3,000 from the Pennsylvania Partners in the Arts Project Stream.

The Elk County Council on the Arts in conjunction with the Pennsylvania Council on the Arts plays an administrative role in the process by helping applicants fill out forms and by organizing committees to review the applications. The arts projects must take place between Sept. 1, 2010, and Aug. 31, 2011.
