PHILADELPHIA — Prosecutors are recommending house arrest for a former traffic court administrative judge who pleaded guilty to fixing tickets in exchange for favors.

Seventy-eight-year-old Fortunato Perri Sr. is scheduled to be sentenced on Friday. He pleaded guilty in 2013 to conspiracy and mail and wire fraud.

Assistant U.S. Attorney Anthony Wzorek wrote in a court filing this week that a sentence of home confinement would be both just and humane, considering Perri’s advanced age and ill health.

Defense attorney Brian McMonagle said two recent strokes, chronic Crohn’s disease, blindness and dementia have left his client all but housebound.
