SHANKSVILLE — The Pennsylvania Department of Transportation plans to award bids this spring on an $8.5 million, two-lane highway to carry traffic to the Flight 93 memorial in Somerset County.

PennDOT's District 9 executive Tom Prestash says the highway should be completed by the 10th anniversary of the Sept. 11, 2001 terrorist attacks. The road will link Route 30 to the memorial where United Airlines Flight 93 crashed near Shanksville, about 65 miles southeast of Pittsburgh.

The plane crashed after passengers fought for control of the plane with four terrorist hijackers.

All 40 passengers and crew were killed along with the terrorists.

The first phase of a $58 million memorial at the crash site is expected to be finished by the 10th anniversary.
