FRANKLIN — A judge says a 14-year-old boy must be tried as an adult on charges he fatally shot his grandparents because facing only seven years' detention in juvenile court is “wholly inadequate to ensure the public's safety.”

Venango County President Judge Oliver Lobaugh issued that decision Wednesday in the case of Zachary Proper, who was just 13 when 69-year-old George Fross and 67-year-old Dorothy Fross were shot at their home near Franklin Oct. 7.

Proper faces up to life in prison if convicted as an adult, but would have faced incarceration or probation only until he turns 21 had the case remained in juvenile court.

Proper now faces an Aug. 26 preliminary hearing to determine whether there's enough evidence for him to stand trial in Common Pleas Court.

PHILADELPHIA — The mother of a 10-year-old girl recovering from two double lung transplants says the girl will soon move out of intensive care.Janet Murnaghan wrote on her Facebook page Tuesday that her daughter Sarah is being moved to a progressive care unit at Children's Hospital of Philadelphia.The Newtown Square girl received the transplants after a federal judge intervened in her parents' lawsuit, which challenges national transplant rules.Sarah's first set of adult lungs, transplanted June 12, failed. A second set was transplanted three days later.

CONNEAUT LAKE — Fire destroyed a restaurant and beach club at a 121-year-old amusement park in on Thursday.The ruins at Conneaut Lake Park could smolder for a week, Summit fire Chief Gig King said.The complex that burned contained the Beach Club and Downunder Beach Bar, as well as the Dockside banquet facility next to them. Authorities said the building burned quickly and collapsed.The Beach Club was built in 1936, and the neighboring banquet pavilion recently had been renovated as part of ongoing efforts to revitalize the seasonal park, which didn’t open during the summers of 2007 and 2008 because of long-standing financial problems.The park is home to the Blue Streak, one of the oldest wooden roller coasters in America, and has been the focus of a weeklong makeover that is being recorded as part of a possible program for the Travel Channel.The cause of the blaze, the second major fire at the park in the last five years, remained under investigation.
