Pillow Street in Butler would flood with runoff from New Castle Road after every heavy rain, at least in 1970.
Residents of the area said in June 1970, that flooding on the street was a regular occurrence, because the runoff had nowhere to drain.
After floodwaters subsided, the mud and leftover residue would be hosed off by Butler city crews.
