Adams Twp. man accused of rolling back odometers

ADAMS TWP — A township man is accused of rolling back the odometers of nine vehicles that he later sold for a profit.

And state police say Brian C. Frazin, 48, wasn't just shedding a few thousand miles off the clock.

The equivalent of around 50 coast-to-coast round trips is how much he allegedly pared from the mileage reading of one of the vehicles.

Police on Thursday filed a more than 20-page criminal complaint against Frazin at the office of District Judge Wayne Seibel in Evans City. His arraignment was not immediately scheduled.

He's been in the Butler County Prison since Sept. 5 on unrelated charges.

The latest charges followed an investigation by the state police's vehicle fraud inspection unit. Between Jan. 3, 2018, and Aug. 8, investigators said, he allegedly rolled back the odometers or changed out the odometer clusters.

Frazin also is accused of stealing the identities of two public notaries and forging their names using notary stamps on 10 titles for vehicles that he sold.

During the investigation, police executed a search warrant Aug. 6 at the defendant's home on Downieville Road.

The search turned up evidence of odometer fraud, according to investigators. Among the items seized were 13 odometer clusters, 38 vehicle manuals, two fake notary stamps and blank PennDOT applications for certificates of vehicle titles.

The victims in the suspected odometer rollback cases were from several counties, including Butler, Allegheny, Armstrong, Beaver, Clarion and Washington.

Frazin, in one case, bought a 2002 Toyota RAV4 that he sold June 3 to a White Oak woman, but not before he allegedly rolled back the odometer by 319,434 miles, according to charging documents.

He bought the SUV for $1,300 and sold it for $4,300.

Of the other eight vehicles, police said, the rollbacks ranged from 60,028 to 165,100 miles.

Police said Frazin sold most of the vehicles with rolled back odometers at a business' parking lot near his home.
