EVANS CITY — The police merger with Seven Fields was approved by borough council Monday night by a 5 to 2 vote.

The move will abolish the Evans City Police Department effective the end of 2014 and establish a new, as-yet-unnamed force that merges the two departments.

Under the agreement, Seven Fields will pay 63 percent and Evans City 47 percent to fund the new department, which will have three full-time and up to 12 part-time officers.

The combined force’s first-year budget is expected to be about $500,000.

Two council members, Karl Kennedy and Lee Dyer, abstained.

Dyer said he had a few concerns about the agreement, which he favors overall.

He disagreed with the $33,000 the borough collects annually from parking meters, fines and permit fees going to the new police department as opposed to the borough.

“So every time you put a quarter in the parking meter, 15 cents goes to Seven Fields,” Dyer said.

He also lamented that Evans City is putting about $200,000 in police cars, equipment and other assets into the new department while Seven Fields will spend about $60,000.

Kennedy said after the council meeting that he agrees the merger is good for the borough, but he said Seven Fields should have brought more financially to the new joint department.
