Adams Twp. takes steps to finish Kingsridge paving

Some pavement portions in the Kingsridge development have been left unfinished by the developer for some time.

ADAMS TWP — Adams Township board of supervisors will move forward with seeking bids to finish the Kingsridge development at Olivia Avenue and Mars Evans City Road after communications with the developer, Frank Zokaites, stagnated.

“We were sending emails and not getting much of a response, and we just sent an official letter stating we are going to go after the balance of his funds left from the development if he doesn't finish the plan,” township manager Gary Peaco said at Monday night's meeting. “We're now going to start the process of getting specs for finishing the plan.”

The conflict over the property dates several years, and Peaco said the township consistently has had trouble reaching Zokaites.

Kingsridge residents and the Kingsridge homeowners association have brought up concerns about finishing the development at board of supervisors meetings as far back as 2019.“It came to the point where we said, it's either you do the work, or we force it to be done,” said board of supervisors chairman Russell Ford at the meeting. “This is a shame what has occurred up there, and as of tonight, we are going to take the steps forward.”The unfinished portion of the plan primarily consists of the wearing course, or upper layer of concrete, on the pavement, that was a part of Phase Two of the development's construction.Peaco hopes to use the leftover funds from the developer financial security to fund the completion.“My goal would be to try and get it paved no later than September,” Peaco said. “It will go to bid out here hopefully no later than Aug. 9, and then probably open up bids around Aug. 23.”Zokaites did not immediately respond to a request for comment.
