MOSCOW — A van veered off a northeastern Pennsylvania highway and flipped over, killing three people, including a 2-year-old boy, and injuring 10, state police said.

The van was heading north on Route 380 in Moscow, Lackawanna County, almost 100 miles north of Philadelphia when it went onto the grassy median and rolled twice at about 11:15 p.m. on Sunday, police said Monday.

SCRANTON — Teachers and officials of the Scranton School District plan one more round of talks to try to avert a strike that would disrupt Wednesday's beginning of the school year.President Rosemary Boland of the Scranton Federation of Teachers said the last-ditch talks today would cover salary and health insurance, the main sticking points.The two sides negotiated for seven hours Monday, and Boland said they made progress. She said both sides want school to start as scheduled Wednesday.

DUQUESNE — Duquesne City School District will close today because the teachers are going on strike.Teachers' union spokesman Butch Santicola said notification of the strike was given to the Allegheny Intermediate Unit, the governing body for the financially distressed school district.Allegheny Intermediate Unit solicitor Bill Andrews said the union rejected a 3 percent pay increase in a one-year contract. He said the union wants a 19 percent raise.

SOUDERTON — Teachers in the Souderton Area School District in suburban Philadelphia went on strike, canceling the scheduled start of school.District and union officials said last-ditch talks on Labor Day failed to break the impasse, and the more than 500 teachers in the district went on strike at 7 a.m. today. Union members voted 448-17 in favor of a walkout last week.Superintendent Charles Amuso said no new talks are scheduled, and classes will not resume until further notice.
