I agree with you 100% we were just at Moriane this weekend to introduce our lab puppy to the water for the first time I stopped at the ranger station and asked where we could take her they said dogs were not aloud on the beaches or in the water but directed us to a spot where they tend to turn their heads... Well the water was nasty it was a road not fit for a horse let alone a car so we left.. I ignored the signs and took her near the swimming hole at the South shore got nabbed by the Park ranger but he told us we could take her over about 100 feet and she could get into the water you can fish there as well... But I agree with you about the goose crap it was terrible....
