Alternative taxi bill goes back to SenateHARRISBURG — Approval for ride-hailing services such as Uber and Lyft to operate statewide is nearing final approval in the Pennsylvania Legislature before temporary regulatory authority to operate in most counties runs out early next year.The House voted unanimously Wednesday to send legislation back to the Senate, which approved an earlier version last year.The bumpy ride for Uber and Lyft in Pennsylvania has included clashing with Philadelphia regulators and a record-setting $11.4 million state fine imposed on Uber.Under the bill, Uber’s fine would be limited to $250,000 while the companies would pay 1.4 percent of gross receipts in Philadelphia to the city and school district.

Officials say student had heroin at schoolPITTSBURGH — Pittsburgh Public Schools officials say an 11th grader will be charged with possessing 10 stamp bags of heroin to school.District spokesman Ebony Pugh said officials at University Prep confronted the boy because he appeared to be under the influence when he entered school Tuesday morning.The boy ran away as school staff was walking him to the office and put some of the individual dose bags in his mouth, but a school officer stopped the boy and made him spit out the drug.Pugh said the boy will be charged with heroin possession in juvenile court. He was released to his parents.
