Pittsburgh council to hold hearing on scholarship deal
PITTSBURGH — The mayor is seeking to give the University of Pittsburgh Medical Center a break if some form of tax-like payment is ever levied on nonprofits — a concession for the hospital's pledging $100 million to a scholarship program.
UPMC, like all city nonprofits, does not pay city or school property taxes. Its pledge to the Pittsburgh Promise scholarship program included a stipulation that it would not give the full amount if it were ever required to pay the city money in lieu of taxes.
The stipulation was not publicized and some City Council members were surprised when Mayor Luke Ravenstahl offered a resolution on Monday asking council to give UPMC a dollar-for-dollar credit should such payments ever be required.
Council on Tuesday said it would schedule a hearing on the matter, but did not immediately set a date for it.
