EVANS CITY — A borough man who allegedly stood half-naked in the middle of the road shouting obscenities has been charged with two misdemeanors.

Richard James Ripper, 50, faces charges of reckless endangerment, open lewdness, public drunkenness, disorderly conduct and obstructing a highway in connection with the alleged offense.

Around 11 p.m. July 12, Officer Richard Conti arrived at a suspected attempted break-in on Pioneer Road when he heard a man shouting “'come and get me' and other obscenities” near the train tracks, according to his affidavit.

When he drove toward the intersection with West Main Street, an adult victim told Conti the man was walking down the street with his pants down and tried fighting him, Conti wrote.

Conti said he followed a “staggering” Ripper to a convenience store parking lot, where he informed the suspect he was being detained. Ripper allegedly told Conti he had been drinking at his friend's house and was on his way home.

“When asked why he was screaming and walking in the road, (Ripper) informed me he was just playing with (the adult victim), who he did not know,” Conti's affidavit states.

Ripper faces up to three years and nine months imprisonment and up to $7,900 in fines if convicted.
