10 charged in cross-country drug ring

Police seize at least 32 pounds of marijuana

Ten people are accused in an alleged marijuana ring in Butler County that was so lucrative, authorities said, that one member quit his legitimate job to only sell pot and another paid cash to buy a new Toyota 4-Runner.

When search warrants were eventually served, more than $137,000 linked to the suspected cross-country marijuana network was seized, said investigators with the state attorney general's office and state police.

Also confiscated, according to a state grand jury presentment, were at least 32 pounds of marijuana; more 2,000 marijuana vapes; and marijuana oil, wax, “crumble” and edibles.

Other drugs allegedly found included hallucinogenic mushrooms, LSD strips and a small amount of cocaine. Additionally, authorities seized 15 guns and three vehicles.

On Monday, police arrested Macklin C. Haye, 27, and his girlfriend, Savannah M. Blust, 26, both of North Huntingdon, Westmoreland County.

The other defendants turned themselves in Monday at the office of District Judge Lewis Stoughton in Chicora. They included Jon E. Haye, 46, of Fairview Township, Macklin's father; William G. Blust III, 24, of Slippery Rock; and Corey T. Eiler, 28, of Chicora.

Also, Jarrett R. Lavan, 28, of Summit Township; Colten J. McIllwain, 28, of Saxonburg; David A. Negrin, 35, of Slippery Rock; and Bradley A. Wiles, 33, and Marlee C. Wiles, 29, both of Kittanning, turned themselves in.

All of the suspects are charged with felony counts of corrupt organizations, possession with intent to deliver a controlled substance, conspiracy and criminal use of a communication facility.

Macklin Haye and Savannah Blust are in the Butler County Prison in lieu of $100,000 bond each. Their preliminary hearings are scheduled for Tuesday.

Each of the other eight defendants was given a $250,000 unsecured bond at the request of the attorney general's office. They are free while awaiting their hearings on Nov. 5.

The charges followed a grand jury investigation into the alleged ring, which operated in the county between September 2016 and October 2018.

The investigation, authorities said, was aided by recorded jailhouse telephone calls, extensive surveillance of Jon Haye's home on Ridge Drive, controlled drug buys and search warrants.

Two of the defendants — Jon Haye and Bradley Wiles — also testified before the grand jury.

Haye said that in 2017 he began trafficking narcotics with Savannah Blust, William Blust, Bradley Wiles and Marlee Wiles, according to the 18-page grand jury presentment. He later worked with other ring members.

The suspected organization is believed to have started shipping marijuana by mail from California to Pennsylvania.

Wiles testified that in the six months of 2017, at least 250 pounds of marijuana were shipped from California, the presentment said.

But according to Haye's testimony, Haye subsequently started making trips to Colorado for marijuana “because they were not happy with the quality of the product that was being shipped from California.”

He said he would typically take between $40,000 and $60,000 to buy the marijuana and ship it back to Butler County.

“Haye stated he would pick up the packages at the post office, bring them home and notify the others that they were ready,” documents said.

During the investigation, a number of search warrants were executed. At Jon Haye's home, among the items allegedly seized were $14,659; 11 pounds of marijuana; marijuana wax, oil and edibles; and 12 firearms.

At the home of Bradley Wiles and Marlee Wiles, who is Jon Haye's daughter, property allegedly seized included $41,208 along with 107 grams of marijuana, marijuana vapes and oil, and a 2017 Toyota 4-Runner.

Bradley Wiles testified before the grand jury that he bought the vehicle for $40,000 and paid cash “due to the fact that the drug business was doing so well.”

At Eiler's home, authorities allegedly seized $6,009, about 1.5 pounds of marijuana, marijuana wax and gummies; psilocybin mushrooms; and a gun.

A search of Lavan's home allegedly turned up $2,559, an ounce of marijuana, marijuana-laced fruit chews, a digital scale and a 2013 Subaru Legacy.

At McIllwain's home, authorities allegedly found $1,010 and a digital scale.

At Negrin's home, items allegedly seized included $37,144; about 6.5 pounds of marijuana; 1,457 THC cartridges, three suspected LSD strips and indoor marijuana grow equipment.

A search of William Blust's home allegedly turned up $4,570, 50 LSD stamps, THC vials and wax, and two drug-smoking pipes.

In other search warrants, $34,465 was allegedly seized from a bank safety security box belonging to Marlee Wiles.

Additionally, investigators said, Jon Haye retrieved a combined 40 vacuum-sealed bags of marijuana, 600 marijuana vapes and 37 ounces of marijuana wax from three postal boxes.

Savannah Blust and Macklin Haye have previous drug-related charges. A 2017 home invasion in which they were the victims led the couple to call police, who then found drugs and $67,928 hidden in their then-Petrolia home, according to court documents.

Blust was sentenced in October 2017 to six to 12 months in county prison followed by probation. Haye was sentenced in March 2018 to nine to 18 months in the county prison followed by probation.

While Haye was behind bars, the grand jury presentment said, his recorded jailhouse telephone calls provided investigators “significant information concerning the business operation of (ring members).”

Online court records liste d attorneys for only three defendants, William Blust, Eiler and Negrin. Only Eiler's attorney, Casey White of Pittsburgh, returned a call Tuesday.

“It will take some time to strategize in order to determine the exact direction of the defense,” White said, referring in part to the number of co-defendants. “Mr. Eiler is hopeful he is not automatically perceived guilty of this conduct.”
