PITTSBURGH — Allegheny County Sheriff's Department on Wednesday arrested a former Cranberry Township man who was on the county's Top 50 Non-Support “Most Wanted” list and who allegedly owes more than $80,000 in back child support payments.

Douglas Cecil, 53, has been on Allegheny County's Most Wanted list for five years, according to the sheriff's office.

In September 2004, two warrants were issued for Cecil's arrest originating from his failure to appear for child support hearings.

Since then, Cecil has amassed $82,494 in back child support payments to a woman.

His arrest came after an anonymous tipster saw Cecil's photograph on the “Most Wanted” website and called the sheriff's department.

The tipster told deputies of the apartment complex where Cecil was living and that he no longer was using his last name, instead going by Douglas Matthews.

Sheriff's deputies said Cecil had managed to elude arrest by living in hotels and moving frequently.

Deputies arrived at Cecil's apartment complex in Coraopolis and located Cecil's vehicle. He was arrested without incident.

Cecil is being held while awaiting his family court hearing.
