PITTSBURGH — The transportation authority for the Pittsburgh region voted to impose a new contract on the union representing some 2,200 employees, saying a negotiated settlement was hopeless.

The Port Authority of Allegheny County voted 8-0 on Friday in favor of a three-year contract that provides raises of 3 percent annually and requires members to pay more for health care. Officials said it was their "last and best offer" and allowed under federal law.

But Pat McMahon, president of Amalgamated Transit Union Local 85, said he believed an imposed contract was illegal and indicated a court challenge was likely.

Still, McMahon said workers would not strike.

STATE COLLEGE — A celebration of Penn State's 13-6 win over Ohio State turned destructive in downtown State College.Police in riot gear struggled to keep order as hundreds of revelers pulled down light poles and street signs, climbed atop cars and tossed objects off balconies.Shoes, water, toilet paper, pots, pans and even a newspaper box were tossed into the crowd. Cars were damaged and several small fires were started, but quickly put out.Hundreds of people were hit with pepper spray and police were able to clear the streets around 1:30 a.m. Sunday, more than two hours after the disturbance began.Saturday's victory was the first time in 30 years that the Nittany Lions have defeated the Buckeyes in Ohio.

PHILADELPHIA — Wei-Hwa Huang solved an advanced puzzle in 7 minutes, 39 seconds Saturday and defeated former world and U.S. champion Thomas Snyder to win the second Philadelphia Inquirer Sudoku National Championship.Wei-Hwa, of Mountain View, Calif., won $10,000 and a spot on the U.S. World Sudoku Team that will compete in the Fourth Annual World Sudoku Championship next year in Slovakia. Snyder, last year's winner, finished his advanced puzzle in 8 minutes, 5 seconds.Lisa Haffner, of Bensalam, Pa., won the beginner division and $3,000.
