CENTER TWP — A 12-time shoplifter is accused again of the same crime in connection with the theft of two pairs of work boots last month at a Clearview Mall store.

State police have a felony arrest warrant for James P. Consolaro, 36, of Springdale, Allegheny County.

But police won't have a hard time finding him. He's in the Allegheny County Jail following his recent arrests in two more unrelated shoplifting incidents.

Troopers in Butler obtained their warrant Feb. 27 in charging Consolaro and his alleged accomplice, David G. Hoover, 34, also of Springdale, with the incident at Altmeyer's Western Wear in Center Township.

The two men, police said, entered the store Feb. 17 and placed two boxes of Carolina boots — valued at a combined $379.90 — near the entrance. They left.

About 10 minutes later, according to court documents, Hoover ran to the entrance, grabbed the boxes and fled. He ran out of the mall to the suspected getaway car that Consolaro was driving.

Two clerks witnessed the theft, police said. Security cameras also captured images of the alleged thieves.

Investigators identified the suspects, in part, using “social media photos in comparison to the security camera photos,” according to Trooper Tyler Dubovi's affidavit.

Because of Consolaro's criminal history, he is charged with a felony count of retail theft.

While normally a summary or misdemeanor offense, retail theft is upgraded to a third-degree felony regardless of the stolen property's value when a defendant has at least two prior convictions for the same crime.

Court records indicate Consolaro has 12 prior shoplifting convictions, mostly in Allegheny County. He is also charged with a misdemeanor count of receiving stolen property and a summary count of driving with a suspended license.

Hoover is charged by summons with retail theft and receiving stolen property, both misdemeanors.

Consolaro has been in the Allegheny County Jail since Feb. 18 when Frazer Township police arrested him for allegedly felony shoplifting there.

He was arraigned Feb. 22 on unrelated felony charges that the Northern Regional Police Department filed in connection with a Feb. 7 incident in Richland Township, Allegheny County.

He is being held on a combined $5,000 bail in both of those cases as well as on a probation detainer out of Westmoreland County stemming from yet another shoplifting case.

In that 2017 case, records showed, he subsequently pleaded guilty to felony retail theft in April 2018, and he was sentenced to nine to 23 months in the Westmoreland County Prison.
