Adams supervisors air gripes with developer

ADAMS TWP — Supervisors excoriated the developer of Cypress Fields at their Monday meeting, after the company requested a reduction of the bond following required stormwater management work on the project.

The developer requested a release of $108,849. Township engineer Ron Olsen recommended the board approve the release of only $100,849, as he believed more work had to be done regarding landscaping elements needed for stormwater management.

The board ultimately approved Olsen’s recommendation, but not before Supervisor Russ Ford voiced his displeasure at the number of issues the township and its residents have had with the development.

Cypress Fields is a plan featuring 35 single-family homes on 43 acres on both sides of Davidson Road near Good Luck and Oak lanes.

Since the development began last fall, Ford said supervisors have received numerous complaints — most recently about increased flooding they say is caused by Cypress Fields and inadequate stormwater management due to a lack of vegetation.

“We’ve been down there three times over five weeks,” he said. “How about we don’t release any of it until we get some of these issues straightened out, some of the vegetation taken care of?”

Township manager Gary Peaco said he met with developers two weeks ago about adding vegetation to prevent future flooding.

Olsen explained that his recommendation is based on the bond agreement and that the developer had completed the work required to have the bond reduced.

Olsen added that there is still money left on the bond, in case the developer does not live up to its agreement.

Ford said Cypress Fields should not be the perpetual problem that, in his eyes, it is.

Supervisors Linda Lees and Ron Shemela said they agreed with Ford.

“Your company should have somebody that can get it done,” Shemela said. “The developer needs to make it happen.”

Township Solicitor Mike Gallagher said if the board voted to deny the request despite Olsen’s recommendation it could be vulnerable to an appeal by the company.

Olsen added that the release of this money could help fund the resolution of these issues.

“We can get everybody in a room and let’s resolve it, please,” he said.

The board voted unanimously to approve Olsen’s recommendation to release the funds.
