A bill co-authored by U.S. Rep. Mike Kelly, R-16th, that would be the first reform of the Internal Revenue Service in more than two decades was signed by House Speaker Nancy Pelosi, D-Calif., and was expected to be signed into law Friday by President Donald Trump.

The Taxpayer First Act is the first IRS reform since 1998. The bill would require the IRS to update its customer service plan to mirror the standards Americans expect in the private sector.

The act also requires the agency to make technology upgrades to improve efficiency and better safeguard taxpayers’ private information, and establishes an independent appeals process to ensure that taxpayers receive fair hearings during disputes.

“This is a great day for Americans,” Kelly said. “There is no federal agency that Americans will interact with more in their lives than the IRS.”

Kelly added that he intended for the bill to “make the agency a resource, rather than an adversary, for U.S. taxpayers.”

On Friday, Kelly took part in a signing ceremony with Pelosi; Ways and Means Committee Chairman Richard Neal, D-Mass.; Rep. Kevin Brady, R-Texas; and Oversight Subcommittee Chairman John Lewis, D-Ga., in Washington, D.C.

The bill was expected to go before Trump Friday, and he was expected to sign it in the coming days.
