Harmony names 2 to help pass sewage plan
HARMONY — The borough has named its two representatives on a steering committee designed to revise and pass an ambitious sewage infrastructure plan.
Mayor Cathy Rape and councilman Dave Szakelyhidi will serve on the Western Butler County Authority's steering committee, which will take input from the authority's four communities and design a revised Act 537 plan around that input.
The authority, commonly known as WBCA, devised the committee after two of its communities — Lancaster Township and Zelienople — did not approve an earlier proposed Act 537 plan, although Harmony, along with Jackson Township, both assented to the proposal.
In July, WBCA told its member municipalities it would bifurcate its then-current proposal, splitting a Harmony Pump Station project from the bulk of its work surrounding the sewage processing plant in Zelienople.
Zelienople had expressed concern over the cost of the project as well as some decisions going into the plan, but WBCA administrator Autumn Crawford said neither of the dissenting communities seemed to have an issue with the pump station project.
“The intent is: How do we negotiate and come up with a plan?” said council president Greg Such.
Other council members were not as keen on the committee.
“I think this is a waste of time,” said councilman Don Sims.
But Such said the committee's goal of formulating an Act 537 plan palatable to all four members is anything but.
“I think it is an investment of time. You're definitely right about that,” Such said as Sims interrupted to reiterate his statement. “It's not a waste of time.”
“We've already discussed it until we're blue in the face,” Sims said.
