Inmate for life says he's not allowed to marry

PITTSBURGH — An inmate serving a life sentence at a Western Pennsylvania correctional facility says he isn’t being allowed to marry.

Kevin Davis, 57, has been serving time for a murder he committed in the 1970s, but he got engaged in 2013.

Davis says the superintendent of the State Correctional Institution at Fayette tells prisoners to transfer to another facility if they wish to marry, which could take years to process.

Davis’ fiancee, Norma Scott, says the Fayette County register of wills has refused to accommodate her request for a wedding license because of a rule requiring both parties to be physically present when applying.
