Charges reduced in odometer rollback case against man

EVANS CITY — A man accused of rolling back the odometers on 10 vehicles he sold will face fewer charges after waiving his right to a preliminary hearing Tuesday.

Brian Charles Frazin, 48, of Adams Township, originally faced 234 charges — 134 of them felonies — after police said he purchased vehicles and tampered with the odometers so they showed fewer miles.

In one case, he is accused of purchasing a 2002 Toyota RAV 4 with 390,144 miles showing on the odometer and resetting it to show only 70,710 miles.

Nine counts of deceptive business practices and 10 counts each of theft by deception, making false statements to authorities and making fraudulent statements to authorities were withdrawn by the commonwealth because they were redundant, Assistant District Attorney Russell Karl told District Judge Wayne Seibel.

After those charges were withdrawn, Frazin still faces 195 charges, 115 of them felonies.

He is accused of selling 10 vehicles on which he allegedly rolled back the odometers for profit in excess of $19,000.

In addition, state police allege Frazin used the stamp and forged the signature of at least one notary to sell the vehicles.

Frazin faces two additional active criminal court cases in Butler County. In one, he is accused of using the same notary's stamp and name to sign a title to a vehicle over to a buyer, and in another police allege he fled his house to avoid being arrested for the other charge.

Frazin has been in Butler County Prison since Sept. 5. He remains there in lieu of $25,000 bail related to the first case, $50,000 bail for the second and $2,500 for the third.
