Butler City Council accepted a bid to fix the Tier Parking Garage elevator at Tuesday's meeting.

Council also tweaked personnel in the fire and police departments.

Council awarded the elevator repair to Otis Elevator Co. at a cost of $61,917. The garage is at the corner of Cunningham and North Washington streets.

Mayor Ben Smith said the elevator has been closed for a few weeks.

“It will be reliable and safe (when finished,)” Smith said.

Jim Chiprian, the city's director of parking, said the elevator stopped responding to the call button in early July.

He said the problem was diagnosed as a leak in the hydraulic cylinder, a part that is more than 20 years old. He said the elevator is as old as the garage, which was built in 1973.

“They will remove and replace the cylinder,” Cyprian said. “I will be on-site for the inspection.”

Council accepted the retirement of Lt. Robert Dougherty of the Bureau of Fire after more than 20 years as a full-time firefighter and approved his replacement, Lt. Michael Huey.

Joint Fire Chief Chris Switala said Huey has been with the department for more than 13 years as a full-time firefighter.

He said Huey holds various technical rescue certifications as well as being a certified fire officer and fire instructor.

“Mike is well-qualified, and has been stepping up into an officer's role for some time during recent personnel transitions within the department,” Switala said.

Also leaving his department is Jessy Carter, who is resigning as patrol officer.

Smith said Carter told him he will remember his short but sweet couple of months with the department fondly and that Butler was a good learning environment for him.

“He's going to the city of Pittsburgh,” Smith said. “It's been a dream all his life.”

Council voted to replace Carter with new hire Patrol Officer Jacob May.
