A Fairview Township man is charged with child sexual abuse after a Homeland Security investigation in Arkansas linked his accounts to material exchanged over several years using Snapchat, according to the Pennsylvania Attorney General’s Office.

Steven A. Morgan, 56, was charged Thursday, Aug. 27, with six felony counts of distributing child sexual abuse material, five felony counts of possessing child sexual abuse material and felony criminal use of a communication facility following the investigation.

Police opened the case Aug. 18 after a Homeland Security Investigations agent in Arkansas contacted them alleging one of the Snapchat accounts involved in their investigation showed an IP address in Butler County.

Police said Morgan exchanged six video files depicting child sexual abuse material with the suspect in that investigation. The videos ranged from 11 seconds to almost three minutes and showed abuse involving boys aged 7 to 12. The 11-second video involved boys aged 3 to 5, according to charging documents.

Upon further inspection, police said they also linked the case to three cyber tips generated in 2019 and 2020 by Snapchat and the National Center for Missing and Exploited Children. One tip led to a file including two boys between ages 10 and 15 experiencing child sexual abuse, another tip led to five files depicting abuse and the final tip led to three files depicting abuse.

Police executed a search warrant Wednesday on Morgan’s home and found “numerous” old phones containing alleged child sexual abuse material. One phone contained five videos showing children aged 2 to 8 being abused, according to police. Police also said they found several Snapchat message threads on one of the phones that included sexual communication with minors aged 12 to 17 and conversations with other adults sexualizing minors. One thread allegedly included discussions about sexual contact with a minor relative, according to charging documents.

Morgan is being held in Butler County Prison on $75,000 bail. His preliminary hearing is scheduled for 9 a.m. Sept. 8 before District Judge Lewis Stoughton.
