3 accused in theft of more than $9K

More than 150 charges were filed among three people who allegedly operated a retail theft ring in Cranberry Township and are accused of stealing over $9,000 in items over eight days.

“In total, $9,110.82 worth of merchandise was stolen during 12 coordinated retail thefts between Nov. 12 and Nov. 20,” said the investigating officer in charging documents.

Cranberry Township Police this week filed charges against Joshua M. Devlin, 31, of Pittsburgh; his girlfriend, Janina L. Carrigan, 26, of Pittsburgh; and Carrigan's mother, Danielle McWilliams, 47, of Saxonburg.

All three are being held in Butler County Prison. Carrigan and McWilliams each have a bond of $25,000, but a bond amount for Devlin was not immediately available.

Each of the three were charged with the same 19 felonies, which include various counts of organized retail theft, criminal use of a phone, child endangerment, criminal conspiracy, retail theft and possession of stolen property. Devlin alone had one additional felony charge of identity theft.

The child endangerment charge stems from the presence of a 7-year-old child who was brought during multiple instances of the alleged thefts.

Each of the three was also charged with related misdemeanors, including 30 for Devlin, 29 for McWilliams and 25 for Carrigan.

According to charging documents, the three visited Walmart and Home Depot nearly every day between Nov. 12 and Nov. 20, except for Nov. 13.

Police said the three performed the thefts in nearly identical ways each time.

According to police, McWilliams would enter and exit Walmart in under 10 minutes, stealing items valued in the hundreds. Police said Devlin would drive the vehicle to the Home Depot and do the same there.

Police said Carrigan was spotted multiple times in the vehicle during these thefts as well as being involved in recovered communications.

“During recovered cellular communication, Carrigan and McWilliams arranged for McWilliams to transport Devlin to Cranberry Township in order to commit these crimes,” said police regarding an alleged theft Nov. 12. “Additionally, Carrigan and Devlin discussed the thefts and items stolen following the theft.”

Police said they first began investigating the thefts Nov. 15. Police said that during the final theft on Nov. 20, they followed the vehicle from Walmart to Home Depot, where they watched Devlin leave with unpaid items.

Police said the thefts totaled $8,101.58 at Home Depot and $1,009.24 at Walmart. While police did not itemize the stolen items in the affidavit; they noted all three defendants have suspended driver's licenses.

Preliminary hearings for Carrigan and McWilliams have been scheduled for Dec. 17. A preliminary hearing will be scheduled for Devlin after he has been arraigned.
