SR borough may extend parks pact

1-year extension to agreement proposed

SLIPPERY ROCK — Borough council will vote at Tuesday's meeting on a motion to renew an intergovernmental agreement that oversees Slippery Rock Parks and Recreation.

Borough manager Shawn Pugh said the borough has a five-year agreement with Slippery Rock Township and Slippery Rock Area School District to contribute financially to Parks and Recreation and have representatives serve on its board.

The agreement took effect Jan. 1, 2017. This year, each group contributed $23,000 to the 501(c)(3) that is the nonprofit parks and recreation department, Pugh said.

The borough owns the land and some assets used by parks and recreation, and council had previously discussed ending the intergovernmental agreement because of the amount of costs the department incurs.

“At the end of the day, we are responsible for any major upkeep,” Pugh said.

All the funding

In late August, the parks and recreation director, Mary Messer, said the intergovernmental agreement is what funds the department.

“We are financially assisted by the borough, township and school district to fund our programs,” she said.

At Tuesday's borough workshop meeting, several members of council wanted to include the end of the agreement on the agenda for the next meeting, while others said they want more time to tackle the transition, which would take effect Jan. 1.

The consensus ended with council agreeing to propose a one-year extension of the agreement.

According to Pugh, even if the borough were to take over management of the park, its organization and programming largely would remain the same.

“Nobody is talking about eliminating any jobs,” Pugh said. “We would work tirelessly on our end to make sure that the public is not affected by change.”
