Proposal would reward essential workers

A $25,000 pay increase could be making its way to essential workers on the front lines of the coronavirus pandemic if lawmakers pass abill introduced Wednesday in the U.S. Senate.

Dubbed the COVID-19 Heroes Fund, the bill introduced by Sen. Bob Casey, D-Pa., and five other Democrats is aimed at rewarding essential workers on the front lines with pandemic premium pay as well as providing money to help retain and recruit essential workers.

Two major components of the bill include:

A $25,000 pandemic premium pay increase for essential frontline workers earning less than $200,000 per year, equivalent to a raise of an additional $13 per hour from the start of the public health emergency until Dec. 31.

Those who make more than $200,000 would receive an additional $5,000.

A $15,000 recruitment incentive for health and home care workers and first responders to attract and secure the workforce needed to fight the public health crisis.

Employers in industries engaged in “essential work” would apply for funds to be used to add line-item premium pay to employees’ or independent contractors’ paychecks. Eligible employers would track payments and return any unspent funds.

“We are in a war against COVID-19, and we owe our gratitude to all of the workers who are putting their own health and safety at risk by fighting on the front lines of this pandemic,” Casey said in a news release. “And just like wartime, we must recognize and reward those who are on the front lines.”

Additionally, legislation introduced in the U.S. House by Rep. Austin Davis, D-35th, of Allegheny County, would provide personal protection equipment, establish mental health support and create a child care grant program for frontline health care workers.
