Mars council approves $2M budget aided by grant
MARS — Borough council approved the 2020 budget Monday night with no tax increases.
Council met at 7 p.m. to discuss the final budget, which differs slightly from the budget as it was presented earlier this month.
“The budget reflects the adjustments mentioned,” said Michael Fleming, council president. “I'm feeling pretty good about where we're headed.”
The budget allows for $2,174,736 in revenue and $2,140,601 in expenses, reflecting a $1 million grant the borough secured through the Pennsylvania Department of Economic Development.
Historically, according to Fleming, the borough has a $1 million budget. The grant was secured in August for the borough's proposed NASA discover center. Plans for the project and how to best use the grant are being discussed.
“There's a lot of discovery left to be had on how that flows,” Fleming said.
Intergovernmental revenue is anticipated to be $1,192,137. About $2,000 is budgeted for the borough's revitalization plan.
Taxes are expected to bring $339,000 in revenue, with licenses and permits expected to generate $26,650 in revenue.
General government expenses are budgeted for $287,661. Public safety is slated for $260,047. Recreation expenses are calculated at $38,000.
Highways, roads and streets under Public Works has a budget of $286,470. Other Public Works systems, including water, is expected to cost $216,168.
Expenses associated with the borough's debt service for an excavator and property loans are anticipated to be $18,000 and $32,257, respectively.
Fleming told council he's excited about projects the borough has recently undertaken. He said he hopes the coming year is productive too.
“(I'm) looking forward to 2020,” Fleming said. “We've done a lot more, I think, than in many years past.”
Councilman Brad Price voted against the budget.
The finalized budget will be posted on the borough's website. The council's reorganization meeting is at 7 p.m. Monday.
