Police identify driver in hit-and-run accident

Butler police have charged the driver in a hit-and-run crash Tuesday that damaged three parked vehicles and sheared off a utility pole on Zeigler Avenue, knocking out electrical service to several homes.

Thomas J. Neigh, 55, of Summit Township was allegedly more than twice the state's legal limit for alcohol shortly before 7:45 p.m. when police said he caused the wreck.

On Wednesday, police charged him by summons with driving under the influence and hit-and-run.

Investigators believe Neigh was driving a Dodge Ram pickup that hit the pole, sending wires onto the road and the unoccupied vehicles — a minivan, car and another pickup.

He drove away, police said, but left behind a large amount of debris and broken glass. Witness told investigators that they heard a loud crash, and when they looked outside they saw a large, red Ram truck speeding toward Herman Road.

Officers followed the debris and leaking fluids from the Dodge pickup to the defendant's home. They described the truck as having heavy front-end damage. The passenger side taillight was also damaged. Police spoke to Neigh, who allegedly smelled of alcohol, and his lips were bleeding. He told officers that before driving home, he had two beers at a Butler Township motel after leaving work, according to charging documents.

“When officers asked Neigh what happened on his way home,” documents said, “Neigh asked, 'I made it home, why do you have to take me?'”

He was subsequently arrested for suspicion of DUI and taken to the police station for a breath test, which showed his blood-alcohol level was 0.186 percent. In Pennsylvania, a level of 0.08 percent is considered intoxicated.

While at the station, police said, the defendant “made an unsolicited statement that he called his son to tell him he wrecked the truck.”

Neigh could not be reached for comment. Online court records did not indicate if he has an attorney.
