Butler man with 4 felony shoplifting convictions sought

CENTER TWP— Already with four felony shoplifting convictions and two others pending trial, Richard A. Stepp, 39, of Butler, is again facing the same charge.

State police have an arrest warrant for the suspect on a felony count of retail theft.

Troopers said Stepp shoplifted $180 in Nike clothing items Oct. 9 at the Boscov's store, Clearview Mall in Center Township. The incident was allegedly caught on store surveillance video.

While normally a summary or misdemeanor offense, retail theft is upgraded to a third-degree felony regardless of the stolen property's value when a defendant has at least two prior convictions for the same crime.

Butler County court records showed Stepp was sentenced to 1 to 2 years in prison after pleading guilty in a 2013 felony shoplifting case.

In 2011, he received a combined 1½-to-3-year sentence in connection with three separate felony retail theft convictions.

Stepp also has two other felony shoplifting cases pending in court. In one of those cases, he allegedly took an electric razor, valued at $63.57, from the Walmart at the Butler Commons shopping plaza Jan. 12.

In the other pending case, Butler Township police accused him of stealing six hooded sweatshirts, worth a combined $520, at the Butler Crossing Kohl's store Dec. 27.

Under Pennsylvania law Stepp faces a maximum penalty of 7 years in prison and a $15,000 fine if convicted of the most recent felony charge.
