'Five Most Wanted' named
A new “most wanted” poster has been released by Butler-based state police Troop D.
Three of the five featured fugitives are accused of crimes that include theft, assault and failing to register as a sex offender.
Two of the sought-after suspects are holdovers from last month's inaugural poster.
The idea of the “Five Most Wanted” campaign is to elicit the public's help in locating hard-to-find defendants on the lam.
Those named and pictured on the poster, said Trooper Ron Kesten, a public information officer, are not regarded as the most dangerous, but those who have currently been deemed as the hardest to find.
Among the new most wanted are William H. Kelsea, 45, and Maxwell J. Bowers, 27, both of whom were last known to live in the Butler area; and Shawn E. Kunkle, 48, whose last known address was in Kittanning.
Court records show state police obtained a felony arrest warrant for Kelsea in May 2017 in connection with a theft in Clinton Township.
Bowers is wanted on two separate arrest warrants, issued in October and November 2017.
State police got the first warrant for a simple assault and criminal mischief case in Summit Township. Butler police secured the other warrant, accusing Bowers of resisting arrest.
A felony arrest warrant was issued for Kunkle in November, court records indicate, after he allegedly failed to comply with Megan's Law registration requirements.
Still on the latest most wanted poster are Dwayne E. Hawk, 51, who last was known to live in Armstrong County; and James R. Hutchinson III, 31, whose last known address was Butler.
Several arrest warrants were issued for Hawk last year in Armstrong County. The most serious charge is for a reported rape in May 2018 in Manor Township.
Hutchinson is wanted on three different arrest warrants stemming from separate 2016 alleged drug deals in Butler.
On the day after the first poster was released in January, police nabbed one of the targets. Two others were also later arrested.
