William Leroy Horne

A convicted sex offender accused of failing to register his Butler address appeared in court Monday to answer to the felony violation of Megan's Law.

In 2007, William Leroy Horne, 37, pleaded guilty to sexually assaulting a 15-year-old girl and was sentenced to to 24 to 48 months in prison followed by 6 years of probation. He was also required to register as a sex offender under Megan's Law, meaning that his residence and job must be up to date with the state police and any changes such as getting a new job or enrolling in school must be reported within 48 hours.

Police accuse Horne of violating Megan's law when, on Sept. 17, a parole agent reported that Horne wasn't living at the West New Castle Street address he had provided to authorities as his residence. The people who did live there were his family members. They told the parole agent Horne didn't live there and gave the agent a different address where Horne was living.

The next day the agent, Gary Double, followed up. He went to the other address on Old Plank Road, where he found Horne's name on the mailbox and Horne himself.

Horne is being held in Butler County Prison and has another court appearance later this month.

This isn't Horne's first problem with registration. In 2014, he was charged with failing to register with Pennsylvania State Police and ultimately pleaded guilty to a lesser crime of obstructing the administration of law and other government functions.
