EVANS CITY — The borough received good marks on its annual audit, ending last year with an over-$80,000 surplus.

Auditors presented their findings at Monday's council meeting, saying the borough has done well to keep spending within the framework of the budget.

“Overall I think our efforts to streamline our borough expenses have done well,” said Lee Dyer council president. “And we've done that without cutting services whatsoever ... At the end of the day we got a lot accomplished.”

According to the audit, the borough $1,066,642 in revenue, up from $901,927 in 2016.

Last year's expenditures added up to $983,904, resulting in an $82,738 deficit for 2017.

Public safety spending was the biggest expense with expenditures at $327,000, or 43 percent of general fund spending. Highways and streets was next at $195,680 followed by employee benefits and miscellaneous expenditures at $135,473.

“I think we feel positive about it,” Dyer said. “Part of me is cautiously optimistic.”

He's already noticed some infrastructure fixes that may be looming, he said.

Additionally, an unexpected expense is always a possibility, and auditors encouraged the borough to have a plan to deal with unexpected expenses if they come up.

For that, Dyer said the borough's finance committee has already begun working to start planning the next annual budget and are keeping in mind auditor's recommendations that the town continue to set goals for a rainy-day fund.

Dyer said that most of the borough's rainy day funds have been targeted toward capital equipment payments and costs.
