A Cranberry Township man is facing felony charges after police say he severely injured a bicyclist in a hit-and-run crash on Freedom Road last month.

Township police on Friday charged Jeffrey Wayne Townsend, 53, of Brandywine Drive, with accidents involving death or personal injury and aggravated assault by vehicle. Both charges are third degree felonies. Townsend also faces two summary violations for duty to give information or render aid and overtaking vehicle on the left.

The charges come after police say Townsend allegedly hit Napoleon Garcia Diaz, of Robinhood Drive, with his Chevrolet Traverse on June 17, on Freedom Road.

In court documents police say they were dispatched to Garcia Diaz’s home at about 10:45 p.m. June 17, and found him lying on a bed with his shirt “soaked with blood.”

Police say Garcia Diaz told officers that he was riding his bicycle west in the right lane of Freedom Road that night when he was hit from behind by an unknown vehicle. He told police that the vehicle did not stop after the crash, and that he left his bike along Freedom Road before walking the rest of the way home.

The crash left Garcia Diaz with life-threatening injuries, according to court documents, including 14 fractured ribs, soft-tissue injuries, and a large laceration to his chest and back which required surgery and two chest tubes. He was treated by Cranberry Township EMS before being flown by helicopter to UPMC Presbyterian Hospital in Pittsburgh.

Police say their investigation into the crash turned up three witnesses who confirmed Garcia Diaz’s statement. The witnesses told police they were in a vehicle traveling behind Townsend’s Traverse when the crash occurred, according to court documents. They told police a bicycle “appeared from under the rear of (Townsend’s) vehicle” and the driver of their vehicle had to swerve to avoid hitting it.

The witnesses told police they did not see anyone in the immediate aftermath of the crash, and continued to follow Townsend’s vehicle until he stopped on Freedom Road at the intersection of Haine School Road.

Police say video surveillance from a Sheetz on Freedom Road where the witnesses recount first noticing Townsend’s vehicle shows him hitting a concrete post with his vehicle and “display(ing) poor balance,” while walking in and out of the store.

On July 13, when officers went to Townsend’s home and inspected his vehicle, they found front end damage consistent with debris recovered at the scene of the hit-and-run, according to court documents. Townsend allegedly told police that day he did not recall anything from the day of the crash, and had taken “medication and Ambien” before operating his vehicle that night.
