Property sale will require test of sewer

It will check for runoff

SAXONBURG — Some property owners connected to the Saxonburg Area Authority's sewer system will be required to have an inspection when they sell their home or business.

The borough council at its July 11 meeting will vote on amending the sewer ordinance to require that a certified plumber inspect the lines of properties being sold to ensure no stormwater or runoff is entering the public sewer system, said Mary Papik, borough manager.

Penn and Middlesex township customers involved in the expansion project several years ago would not be required to have inspections because their lines were tested at that time, Papik said.

But authority customers in Jefferson and Clinton townships and Saxonburg who are transferring a property would fall under the ordinance amendment.

The certified plumber would inspect the line using smoke, dye or air testing to ensure no downspouts, gutters, French drains or other mechanism is introducing runoff into the sewer system, Papik said.

The plumber would then fill out a report form provided by the authority detailing what test was used and the results.

If a property's lines fail the test, the property owner would be required to bring the lines into compliance before the property is sold.

The language in the ordinance would also change to reflect the existence of the authority, Papik said.

“The ordinance was beyond old,” she said.

The ordinance is available at the borough office on Main Street for viewing by the public.
