BUTLER TWP — An Allegheny County contractor is wanted on a felony arrest warrant in a fraud case that allegedly cost a township homeowner several thousands of dollars.

Butler Township police said Joseph A. Sullivan, 36, of East McKeesport took $5,600 for a roofing project that he never completed — or even started.

District Judge Kevin O'Donnell on Monday issued a warrant for Sullivan's arrest after police charged him with the felony counts of home improvement fraud, theft by deception and receiving stolen property.

The charges stem from an investigation that police began Jan. 31 after the alleged victim reported she had been defrauded, according to court documents.

The woman said she and the defendant Dec. 22 signed an agreement for the $7,200 roof project at her home on Kohler Avenue.

She told investigators that on Jan. 16 she made a $4,000 down payment on the project. Police said she paid an additional $1,600 for other building expenses, electrical work and labor costs.

The woman advised police that after making the payments to Sullivan, the only contact she had with him were his text messages, telling her why he was unable to do the roof work.

The woman, in filing her police report, claimed “no work or materials have been done or delivered,” documents said.

Sullivan could not be reached for comment.
