The Butler County commissioners will be asked to make six changes to polling places at their meeting next week.

Shari Brewer, director of the county Bureau of Elections, told the commissioners at their work session meeting Wednesday that three polling places within the county should be declared inaccessible because they do not meet requirements in the Americans with Disabilities Act.

The Donegal Township polling place on West Slippery Rock Road outside of Chicora, the Chicora polling place in the borough’s fire hall, and the Butler City precinct 4-2 at Hill United Presbyterian Church are the inaccessible sites.

Brewer said there is no room to add an ADA parking space at the Donegal Township site, the slope of the Chicora site makes adding an ADA parking space impossible, and there is a lack of parking available at Hill U.P. Church at the intersection of East Brady Street and Second Street.

Commissioner Kevin Boozel stressed that the three polling places are not being moved, but voters with a disability in those precincts would vote on an absentee ballot provided by the county Bureau of Elections.

She explained that the group Disability Rights Pennsylvania, an advocacy agency for people with disabilities, alerted the elections bureau of the ADA inadequacies at the three precincts.

“They want to make sure on Election Day that the precincts are accessible,” Brewer said.

She stressed that no voters have ever contacted the bureau to complain about accessibility. Rather, the determinations were made by the DRP.

Brewer said for many years, voters who could not access Hill U.P. Church have filled out an absentee ballot.

“(The lack of accessibility) has never disenfranchised anyone,” Brewer said.

She had to take the issue to the commissioners to have the polling places declared inaccessible to comply with ADA requirements, Brewer said.

There is no way of knowing how many voters the changes will affect, Brewer said.

The commissioners also heard Brewer suggest moving three other polling places because of parking challenges.

Butler Township Precinct 1-2 would be moved from the activities room at the Sunnyview Nursing and Rehabilitation Center to the Community Life Church at 1104 Pittsburgh Pike.

Brewer said the available parking for voters is insufficient at Sunnyview.

“We’ve had a real problem with parking up there,” she said.

Voters in East Butler would vote at the East Butler Presbyterian Church at 900 Randolph Ave. instead of the borough building at 1107 Randolph Ave.

Like Chicora, the East Butler borough building is on a slope and is not conducive to adding an ADA parking space.

The Prospect polling place would move from the fire hall on Main Street to the Presbyterian Church of Prospect at 115 Church St. due to insufficient parking for voters.

According to the Bureau of Elections’ 2017 Primary Election returns online, the Butler Township 1-2 precinct had 1,301 voters, Prospect had 622 and East Butler had 375.

The commissioners are expected to vote on the suggestions at the meeting March 21.
