A Mars man faces a list of felony charges for allegedly using his brother’s identity to illegally obtain medical services in Butler and Allegheny counties related to his alcohol addiction.

The state attorney’s office last week filed the charges against 40-year-old Todd J. Curtin, accusing him of receiving $7,765 in benefits from fraudulent claims between October and December 2015.

The charges were filed Nov. 1 at the office of District Judge Kevin O’Donnell in Butler Township.

State insurance fraud agents began investigating the case in January when Curtin’s brother contacted authorities to report having received notices for medical services that he had not received.

The brother, who was covered by Highmark insurance, was living and working out of the country at the time. He suspected the defendant was using his name and other personal information to obtain services, according to court documents.

The victim told investigators that Curtin “was homeless and in and out of jail” and that he had a “severe alcohol problem.”

The defendant, authorities said, had also used his brother’s identity in the past.

A review of the victim’s Highmark account uncovered a list of suspected fraudulent claims that Curtin made in his brother’s name.

Several claims were made for services at Butler Memorial Hospital where he was admitted to its alcohol dependency ward Oct. 20, 2015, documents said,

Curtin on Dec. 7 visited UPMC Passavant-McCandless in Allegheny County where he sought treatment for alcohol dependency withdrawal, again using his brother’s personal information, without the sibling’s knowledge.

Additional fraudulent claims were made for that visit.

On Dec. 5, documents said, the suspect was transported by ambulance from a suburban Pittsburgh restaurant to St. Clair Hospital in Allegheny County, apparently due to his continuing alcohol problem.

At the hospital’s emergency department, documents said, he told medical staff that he drinks “half a gallon of vodka a day.”

District Judge Kevin O’Donnell by video from the Allegheny County Jail arraigned Curtin on three felony counts of insurance fraud and two felony counts each of identity theft and theft by deception.

He also was arraigned on two misdemeanor counts each of identity theft and theft by deception, as well as theft of services, also a misdemeanor.

Curtin has been in the Allegheny jail since Aug. 20 for a probation violation.

A preliminary hearing on the Butler County charges is set for Nov. 17.
