Harrisburg might decriminalize pot HARRISBURG — Pennsylvania’s capitol city is poised to hear a proposal that would decriminalize marijuana.Harrisburg council members tonight plan to discuss Mayor Eric Papenfuse’s proposal, which lowers the penalties for marijuana possession.Marijuana possession is currently deemed a misdemeanor that stays on an offender’s criminal history. Papenfuse’s proposal would reduce the crime to the same level as a traffic ticket.A third marijuana possession arrest would be deemed a misdemeanor under the plan, Incremental fine increases — starting at $100 — are also proposed.The proposal could be fully voted on as early as next week.

Teacher apologizes for making remarksWILKES-BARRE — A school teacher has apologized for e-mails in which she said accommodating a special needs student was similar to appeasing Adolph Hitler.Wyoming Area School District teacher Amy Kosko issued the apology Monday.The elementary school teacher is apologizing for e-mails sent in 2014 when school officials were following up on an educational plan for the girl, now a 12-year-old seventh grader with a learning disability.The girl’s mother obtained the e-mails through an open records request as part of the ongoing dispute about her daughter’s education.Kosco apologized for the Hitler comparison and for writing, “It would be nice if we spent this much extra time” on students who “are going to amount to something” and calling the girl “ignorant and insolent.”

Kane lawyers told to refile motionNORRISTOWN — Lawyers for Attorney General Kathleen Kane have 10 days to refile a motion seeking to throw out her criminal charges, a judge said Tuesday, ruling that the earlier filing failed to meet standards for criminal procedure.Montgomery County Judge Wendy Demchik-Alloy struck the April 27 filing, which had sought to quash perjury, obstruction and other counts against Kane because, it said, she is the victim of “selective and vindictive prosecution.”Kane was charged last August and accused of leaking secret grand jury information to a reporter to embarrass two former state prosecutors and lying about it under oath.
