SV continues budget plans

State impasse hinders effort

JACKSON TWP — The Seneca Valley School District is continuing its budget planning for the next school year even though it must use state revenue projections that will be two years old.

The Legislature and Gov. Tom Wolf have yet to agree on a full state budget, which means districts don’t know what their state aid will be for the current school year, and have no indication of what it might be next year, said Lynn Burtner, Seneca Valley business manager, Monday at a school board meeting.

“We’re looking back at what we already know from ’14-’15; we still don’t know what ’15-’16 looks like. I’m saying the safest bet at this point is the ’14-’15 number, so that is what I have brought forward,” Burtner said.

The district’s proposed preliminary budget is $121.6 million. The district’s anticipated revenue without a tax increase is about $115.4 million, meaning there is a projected shortfall of more than $6 million, Burtner said.

One mill is expected to bring in about $550,000 for the 2016-17 school year.

Last year, the board voted to raise its tax rate by 3.4 mills to 119.9 mills.

Board Vice President James Nickel said the state cap on the largest tax increase for the district would be a 2.4 percent increase, which is about 3 mills, not enough to cover the projected shortfall.

The board will vote on a preliminary budget resolution Jan. 25 that states that it will seek one or more exceptions from the state.

Officials also could decide to pursue a voter referendum to exceed the tax increase limit.

The state budget impasse also is making district officials be careful about spending.

Superintendent Tracy Vitale said Monday that the district is able to pay its bills and provide teachers with supplies for the rest of the year, but it is freezing all discretionary spending until the state budget is approved.

“We need to be very cautious about our spending until this budget comes through,” she said.
