Wolf does line-item veto, releases some funds

HARRISBURG — Gov. Tom Wolf this morning line-item vetoed the proposed budget from the Republican-controlled Legislature, but will release emergency funding for schools, counties and human services.

“The budget they gave me does not balance,” Wolf said.

Wolf called on the legislators to get back to Harrisburg to resume work on a new budget.

The state has been without a budget for six months, leaving schools and social service agencies without state funding. Many of them have taken out loans to continue operating.

Efforts to pass a bipartisan budget package supported by Wolf stalled last week. Instead, the Senate sent Wolf the main appropriations bill in the House GOP’s $30.3 billion spending package in an effort to get money flowing to schools and social service agencies. It includes hundreds of millions less than what Wolf wanted for schools and social services.

Wolf called the Legislature’s budget a “ridiculous exercise in budget futility.”

He said the budget leaves a half-billion dollar hole for 2015-2016 and a $2-billion hole for 2016-2017. He also said the cuts to education and other items are too much.

“This budget is wrong for Pennsylvania,” Wolf said.

He said he chose to do a line-item veto, and give emergency funding, because he did not want to “hold children hostage.”

Wolf did not state the amount of emergency funding he would release, but said it should be released as soon as possible.

June 30 was the legal deadline to have a state budget passed. However, Wolf and the Legislature have not been able to agree on a spending plan.
