Zelienople will add a 2nd parking kiosk

It will be placed on Spring Street

ZELIENOPLE — A second electronic parking kiosk will be added soon.

Borough council Monday evening approved the kiosk that will complement the borough’s planned municipal parking lot for its revitalization project. The new kiosk will be on Spring Street.

The borough has had one kiosk at the intersection between Main Street and Grandview Avenue since June.

Council members said the kiosks will be cost-effective, saving money on maintenance and enforcement.

“It would be nice to get both municipal lots to have kiosks,” council President Allen Bayer said.

Police Chief Jim Miller said there is enough money in the 2015 borough budget to install a second kiosk.

“I hope to have it by the first of the year (2016) or shortly thereafter,” Miller said.

The kiosk meters allow for less work by meter attendants and no permits have to be printed and placed on the vehicle’s dashboard.

The kiosk working now generated more than 1,200 users in its first month of service. The price for a parking spot is 50 cents per hour. Users type their parking spot into the kiosk and enter their money.

The kiosk accepts coins, debit and credit cards. No paper currency is accepted.

“It really is the best way to go and the most cost-effective way to go,” borough manager Don Pepe said.

Pepe said free parking would potentially give the borough “no control” on who parks in the lots or how long they can park.

“People could stay in there forever and use up space that should be for people who want to go where retail is,” he said. “You’re trying to do it in a fashion that’s going to be convenient, inexpensive and efficient.”

The potential overall goal, according to Miller, is to eliminate the 166 traditional pole meters in the borough and replace them with parking kiosks.
