31-year veteran warden resigns
KITTANNING — A 31-year veteran warden is resigning from the Armstrong County Jail where an inmate escaped and was charged with killing a woman while he was on the run.
The Armstrong County Prison Board on Thursday announced the resignation of David Hogue, who had been suspended without pay. The board announced the resignation, which is effective Nov. 12, after reviewing the resignation in executive session.
The resignation comes less than two weeks after the district attorney recommended sweeping reforms in the wake of 38-year-old Robert Crissman’s July 30 escape at the jail, about 40 miles northeast of Pittsburgh.
Crissman was a member of the trusties program and had walked outside to get breakfast trays from a delivery truck before he took off.
He allegedly fled to the nearby home of Tammy Long, where he allegedly strangled and beat her to death.
He was arrested by police several hours later and taken to Butler County Prison.
The district attorney’s report last month cited several policy failures and deficiencies at the jail that led to Crissman’s escape.
The report recommended that several immediate changes should take place at the jail — including additional corrections officers on the night shift, implementing a detox program, creating more specific protocols for the “trustee” program, stamping undershirts with some sort of jail identification, banning outside footwear and making 911 the first call following an escape.
